The study aims to analyze the impact of the administration transparency (information,
administrational procedures, appraisal, and legislation transparencies) on enhancement of
rational governance in Benghazi municipality. For this purpose, the researcher adopted
analytical and descriptive method. The study population consisted of all top and middle
executives (80 subjects) selected by HR department of the municipality. From this
population the researcher extracted sample using Krejcie & Morgan's table. He also
utilized a questionnaire as a main tool of gathering the basic data. For data analysis, he
used SPSS software.The following are the main obtained results. The level of
administrational transparency and rational governance was moderate. There was also a
positive and significant effect of administrational transparency, with its dimensions in
aggregate (information, administrational procedures, appraisal, and legislations
transparencies) upon rational governance enhancement of Benghazi municipality. There
was also a significant impact for each administrational transparency on rational
governance improvement in the municipality.Therefore, the study rendered a set of
recommendations that might contribute to improvement of administrational transparency
and promote rational governance in Benghazi municipality
